Bharti Institute of Public Policy

The Bharti Institute of Public Policy (BIPP) is one of the four Research Institutes at ISB’s Mohali campus.Established in 2012, the institute is an independent think tank with the following main objectives:

  • promote research to guide policy formulation and implementation in India
  • train students – both through degree and short-term programs – to better appreciate, formulate and implement policies
  • engage with and inform policy formulation and implementation, particularly in developing country settings

The institute, funded by the Bharti Foundation, has the Fletcher School of Law and Diplomacy, Tufts University, USA, as its partner school.

The BIPP has a three-pronged strategy of “Education, Research and Outreach”. Formal “Education” initiatives work towards building professional manpower, “Research” contributes to developing knowledge and “Outreach” seeks to inform public policy about new knowledge.

Education

The Institute helps run various education programs – the Management Program in Public Policy (MPPP) being one such program.MPPP is a one-year,part-time program, offering 40 seats and follows the hybrid model of classroom training interspersed with online interaction.Tailor-made for mid-career professionals, the programprovides a rigorous and inter-disciplinary learning experience for civil servants and private sector professionals. The program has been developed by BIPP in consultation with the Fletcher School of Law and Diplomacy and is delivered in collaboration with ISB’s Centre for Executive Education.

The Institute also helps deliver PGP electives which count towards the Public Policy specialization for the 1-yr PGP participants. The PGP students also benefit through the Experiential Learning Programs (ELPs) it offers on various topics such as Attracting Investments to Bihar, Attracting Investments to West Bengal, Optimum Owner Management Distance for PSUs etc.

Research

The institute is involved in extensive research in public policy and frequently comes up with working papers and policy recommendations published in reputed journals. Research reports on topics such as corporate governance and monetary policy are also publishedregularly. PGP students can also work on research projects with the institute as part of their Faculty-Initiated Research Project (FIRP).

Initiatives

BIPP has initiated the Government Performance Group which is a specialized practice within the Governance area with a focus on improving all aspects of government performance. The group has unparalleled expertise to advise on design and implementation of policy instruments to enhance the performance and perception of a government.BIPP also provides policy support by developing governance training modules, teacher development in secondary education and research & analysis of legislative processes.

Events

BIPP organizes knowledge sharing sessions at both the Hyderabad and Mohali campuses of ISB. These include two speaker series – (i) the “Distinguished Speaker” series where senior policy experts speak on major issues of national and international importanceand (ii) the “Slice of Policy” series where active policymakers and administrators discuss policy issues with the ISB community over slices of pizza!In addition, various conferences, workshops and industry events take place all round the year.This allows PGP students to attend such events and gain from interactions with eminent personalities in public policy.Events organized by the Public Policy club at ISB are also organized in association with the institute.

Advisory Council

The Institute’s advisory council comprises eminent personalities from academics, public policy and business. Chaired by Rakesh Mittal (Vice Chairman of Bharti Enterprises), the advisory council includes Analjit Singh (Founder, Max Healthcare), Gunit Chadha (ex-CEO, Asia Pacific, Deutsche Bank), AdilZainulbhai (Ex-Chairman, McKinsey India), the Dean and Deputy Dean of ISB, among others.

To summarize, BIPP brings together thought leaders in this ever-changing domain. ISB benefits from the institute as itcontinues to foster research and education in public policy.The institute alsoorganizes events in association with the Public Policy club (PGP program), offers research projects and provides top-class faculty for PGP electives.
